They have been applied to a range of issues and regions, especially following the first round of the National Market Based Instruments Pilots Program. Application experience to date stresses the importance of robust and careful instrument design and implementation. The outcomes focus of MBI instruments also emphasises the complex nature of many Australian natural resource management issues. The focus on design and renewed focus on complex issues suggest a number of 'new horizons' for MBI development including combinatorial auctions, linked markets and crowding out and integration with other policy options.
